You may have trouble getting rooms in a budget hostel.  They're like to be sold out, or, as you've mentioned, selling packages only.  What I'd suggest is calling hostels directly, rather than looking online - as they often have other offers that don't apply to their online availability.  

You could also skip the hostel thing entirely on this occasion and try to find a guest house somewhere nearby.  It will still mean premium rates, but might work out better than a package deal.
